The problem is fragmentation.

The result: a patchwork of conflicting definitions, overlapping requirements, and unenforceable rules. Regulators draft policy blind to how it interacts with existing law. Companies build compliance programs against requirements that shift with every legislative session.
This isn't a partisan issue. It's an infrastructure problem.

Our Name
